THE TRUTH #2 – Equine Welfare Alliance and Wild Horse Freedom Federation investigation uncovers paper trail: BLM’s Wild Horse & Burro Program Division Chief, Dean Bolstad, authorized the sale of wild horses to kill buyer Tom Davis, to ownership of these horses by kill buyer Dennis Chavez, to Chavez sending these horses over the Mexican border to likely slaughter.
Dean Bolstad authorized sale of 15 wild horses and 15 wild burros from the Litchfield BLM holding facility on 6/7/2011, to kill buyer Tom Davis. Note freezemark numbers 98608643, 98608656 and 99608705:
The geldings with the freezemark numbers of 98608643 and 98608656 were captured 11/19/2010. The gelding with the freezemark number of 99608705 was captured 1/31/11 (so he was likely slaughtered less than less than 5 months after capture).
On 6/18/2011, a USDA APHIS Equine Infectious Anemia Laboratory Test form, signed by veterinarian C.Y. Brasmer, indicates (kill buyer) Dennis Chavez of Los Lunas, NM is the OWNER of BLM horses, with the last 4 digits of their freezemark numbers listed as 8643, 8656 and 8705 on their left hindquarters. (The descriptions of these horses match the signalment keys on Tom Davis’ BLM Bill of Sale).
On 6/21/2011, USDA APHIS sent Humberto Lucero of Santa Teresa, NM, a fax notifying him that a shipment of 76 horses to Mexico. On the USDA International Health Certificates, the Exporter is listed as Dennis Chavez, and he is selling horses matching the description of the wild horses above to the Importer listed as Eleazar Mares Anaya in Ciudad Juarez, (state of) Chihuahua in Mexico.
While the above USDA documents claim the intended purpose of these 12 and 13 year old wild horses was for “work,” in (heavily redacted) FOIA documents we received regarding the DoI OIG investigation of kill buyer Tom Davis, the Brand Inspector and Supervisor for District 8 in New Mexico, in describing the Santa Teresa, NM border crossing, stated “…everybody knows they go to slaughter…”
