THE TRUTH #4 – BLM’s Supervisory Marketing Specialist, Sally Spencer, signed off on TWO Bills of Sales for 214 horses, AFTER receiving an “Early Alert” email informing her (and other Washington DC office BLM/DoI officials) that Tom Davis was suspected of selling wild horses to slaughter in Mexico.
Here is the “Early Alert” email dated 4/19/2012 from Deanna C. Masterson, notifying WO BLM/DOI officials, including Sally Spencer, that there was “…a Colorado Open Records Request from David Phillips, a freelance journalist, for brand inspection and transfer paperwork for horses the BLM sold to Tom Davis of La Jara, Colorado. Phillips indicated he suspected Davis of selling these horses for slaughter in Mexico.”
Here is a BLM Bill of Sale dated 4/24/2012 for 106 wild horses sold to Tom Davis from the BLM’s Fallon Maintenance (Indian Lakes) Facility in Fallon, NV:
We originally thought that there was only one Bill of Sale to Tom Davis dated after the “Early Alert” email of 4/19/2012. HOWEVER, we found two additional documents that prove Sally authorized another sale of another 108 wild horses to Tom Davis AFTER being notified in the Early Alert email that Davis was suspected of selling wild horses to slaughter in Mexico:
1) An email dated 4/20/2012 from Sally Spencer regarding the Bill of Sale (BOS) for Tom Davis dated 4/17/2012, and on this date she was still processing this sale by transmitting Davis’ American Express number, and
2) The Bill of Sale to Tom Davis that is dated 4/17/2012 at the top, but on the lower left hand corner, was ACTUALLY SIGNED WITH A HANDWRITTEN SIGNATURE by Sally Spencer and dated APRIL 20th, the day AFTER the “Early Alert” email notification that Tom Davis was suspected of selling wild horses to slaughter in Mexico. (Sally incorrectly put the year as 2011 instead of 2012). These documents are below:
Even if Tom Davis had already picked up these 108 wild mares, Sally Spencer should’ve made an immediate effort to inform other BLM officials that Davis was suspected of selling wild horses to slaughter in Mexico and made an effort to get these horses back, and NOT to just continue to process and facilitate this sale. The other odd thing is that this Bill of Sale has the Washington DC office address at the top, so what facility/facilities were these horses removed from for this sale?
In a random quick check, some of the freezemark numbers can’t be found on the BLM’s database, but a couple of freezemark numbers indicate these horses had a final disposition date listed as 4/24/12, and may have been sold from either BLM’s Indian Lakes Road facility in Fallon, NV, or BLM’s Palomino Valley Center in Sparks, NV.
